With its Mutual Innovation Strategy (Gemeinsame Innovationsstrategie - innoBB), the capital region has laid the foundations for a coordinated innovation policy. Based on strategies related to fields of action and action planning and subdivided into five clusters (the largest being ICT, Media, Creative Industries), the capacity for innovation and economic force in the capital region will be promoted across federal states. The five clusters are to include numerous competitive companies, high-performing scientific institutions and will be characterised by strong growth rates.

Using mutual management strategies to cooperate across federal states is a pioneering concept in Germany and abroad and therefore has attracted a great deal of attention across Europe.
